Definition and concepts
<p>The “Social Allowance / Ajutor Social” Program has been implemented since 2008 and it is composed of two main components – social allowance and the assistance for the cold period of the year. The aim of the program is to ensure the poor families with a guaranteed minimum monthly income (GMMI) which is established annually based on the State Budget. The eligibility for the benefits from the “Social Allowance / Ajutor Social” Program is determined based on the Methodology for assessing the monthly average global income of the family and the need for social assistance (a set of Proxy indicators). (Law No. 133/2008 on Social Allowance - Ajutor Social).</p> <p>In line with the provisions of the Law No. 133/2008, social allowance – monthly monetary payment provided to deprived families. Allowance for the cold period of the year – fixed monetary monthly payment provided to the deprived family for the months January - March and November - December.</p>

Quintile – one of the four values dividing the series of frequencies in five equal parts, so that the first 20% (I quintile) represents the population with the lowest expenditures, while the last 20% (V quintile) – the population with the highest expenditures

Comparability with global indicator

The GLOBAL indicator covers all the persons who are covered by the social protection system, the NATIONAL indicator represents a part of the global indicator and includes the persons benefiting from social allowance - ajutor social.
