Competent authorities include police, prosecutor services, and other authorities with the mandate to investigate relevant crimes, while “other officially recognised mechanisms for conflict settlement” may include a variety of institutions with a role in informal justice or in the process of litigation settlement (for instance, civil society organizations, church, mayors, community leaders, for instance Roma community leader), conditioned that their role will be officially recognised by the state authorities |

The number of victims of violent crimes who, in the past 12 months, have filed a complaint with the competent authorities or with other officially recognized conflict resolution mechanisms, relative to the total number of victims of violent crimes reported in a population-based statistical survey 100. Both the number of victims of violent crimes and the total number of victims of violent crimes are estimates based on population sample surveys, most often specialized victimization surveys. |
