Definition and concepts

According to the Law on Public Administration No. 436 dated 28.12.2006, the mayor is entitled to pronounce himself/herself regarding all the debated projects and problems within local council meetings, without the right to vote and respectively should not be taken into consideration when calculating the indicator 5.5.1b. Global metadata imply for this indicator to take into consideration only the deliberative power, while in the Republic of Moldova the mayor is executive power.
